AN ACT CONCERNING SOCIAL MEDIA PLATFORMS AND MINORS.
To (1) require the owner of a social media platform to incorporate an online safety center into, and establish a cyberbullying policy for, the owner's social media platform, (2) redefine "heightened risk of harm to minors" to include processing minors' personal data in a manner that presents any reasonably foreseeable risk of harm to minors' physical or mental health, and (3) require the controller of an online service, product or feature that is offered to minors to (A) include a default setting in such service, product or feature to prevent adults from sending unsolicited communications to minors, (B) not use any system design feature to significantly increase, sustain or extend minors' use of such service, product or feature, and (C) disclose to the Attorney General a plan established and implemented to mitigate or eliminate any heightened risk of harm to minors.

AN ACT CONCERNING VARIOUS CAMPAIGN FINANCE REFORMS RECOMMENDED BY THE STATE ELECTIONS ENFORCEMENT COMMISSION.
To (1) provide clarification to the term "solicit" by defining the term "collector", (2) redefine "organization expenditure" to include campaign events at which a candidate or candidates are present, (3) impose liability upon certain campaign-related vendors who do not provide to qualified candidate committee treasurers the information necessary for such treasurers to perform their duties under campaign finance laws, (4) move the timing of the consumer price index adjustments for individual contribution amounts and the aggregate contribution amounts candidates are required to raise, from January of the election year to (A) not later than July 3, 2025, for elections held in 2026, and (B) January of the prior year for elections held in subsequent cycles, (5) beginning with the 2030 election, allow major party candidates for Governor to apply for convention campaign grants beginning the January of the year preceding the election, (6) provide that candidates who change their party status after filing their grant applications are ineligible to receive additional grant funds, and (7) address approvals of grant applications in relation to the timing of such consumer price index adjustments.

AN ACT CONCERNING THE SECRETARY OF THE STATE'S RECOMMENDATIONS RELATED TO EARLY VOTING.
To (1) provide a mechanism for determining early voting locations when registrars of voters are unable to agree thereon, (2) modify the deadlines by which registrars of voters certify information regarding early voting and same-day election registration locations to the Secretary of the State and allow amendments to such certifications with notice to the Secretary, (3) eliminate the use of envelopes for early voting ballots and allow such ballots to be deposited directly into voting tabulators after being marked, (4) provide for the designation of early voting locations on certain college campuses, (5) require registrars of voters to submit to the Secretary information regarding early voting and same-day election registration moderators, (6) prohibit early voting and same-day election registration officials from engaging in certain partisan activities on days for which they are appointed to serve, (7) align the provisions for appointment of same-day election registration officials with those for appointment of early voting officials, (8) amend a provision regarding the attachment of party enrollment privileges for consistency with prior changes, (9) require that early voting ballots have colored headers and footers that correspond uniquely to the voting districts within each municipality to ensure electors receive the proper ballots, and (10) prohibit registrars of voters from appointing as moderators certain persons with criminal backgrounds.
