AN ACT CONCERNING THE CONNECTICUT LOTTERY CORPORATION AND DELINQUENCY ASSESSMENTS, TICKET DISTRIBUTION SERVICES, OCCUPATIONAL LICENSES, PROHIBITED ADVERTISING PRACTICES AND LOTTERY TICKET REDEMPTION.
To (1) authorize hardship waivers of interest for delinquent lottery sales agents, (2) specify that persons providing ticket distribution services for the Connecticut Lottery Corporation shall not be required to obtain a vendor license, (3) authorize the Commissioner of Consumer Protection to issue an endorsement to a corporation employee's occupational license to enable such employee to engage in the corporation's operation of certain forms of gaming or wagering without obtaining an additional license, and (4) authorize advertising, marketing and other promotional materials promulgated by or on behalf of a gaming entity licensee to imply greater chances of winning based on larger wagers in certain online keno and lottery draw games.

AN ACT CONCERNING THE DEPARTMENT OF CONSUMER PROTECTION'S RECOMMENDATIONS REGARDING LOTTERY AND GAMING REGULATION.
To (1) prohibit lottery ticket resales and ticket courier services, (2) modify the Commissioner of Consumer Protection's disciplinary authority concerning certain gaming licensees, (3) require vendor and affiliate licensees to provide books and records, (4) define and redefine certain terms concerning gaming, (5) modify provisions concerning wagers on sporting events involving Connecticut intercollegiate teams, (6) restrict who may review certain criminal history records checks, (7) prohibit certain advertising, (8) authorize certain bets and wagers on boxing and mixed martial arts, (9) provide that certain persons conducting sweepstakes or promotional drawings shall not allow or facilitate participation in certain real or simulated online casino gaming or sports wagering, (10) provide that any person who engages in professional gambling shall be guilty of a class D felony, and (11) repeal a provision authorizing the commissioner to appoint a director to perform delegated functions.

AN ACT CONCERNING GAMING ADVERTISEMENTS AND PERMISSIBLE PAYMENT MECHANISMS FOR ONLINE GAMING ACCOUNTS.
To provide that (1) a master wagering, online gaming operator, online gaming service provider or sports wagering retailer licensee shall obtain the permission of all account holders before authorizing any debit, charge or withdrawal on a jointly held debit card or credit card account, and (2) no advertising, marketing or other promotional materials published, aired, displayed or disseminated by or on behalf of any gaming entity licensee shall offer any financial incentive in order to induce individuals to engage in gaming.

AN ACT CONCERNING BROADBAND INTERNET, GAMING, SOCIAL MEDIA, ONLINE SERVICES AND CONSUMER CONTRACTS.
To (1) require the owner of a social media platform to incorporate an online safety center into, and establish a cyberbullying policy for, the owner's social media platform, (2) redefine "heightened risk of harm to minors" to include processing minors' personal data in a manner that presents any reasonably foreseeable risk of harm to minors' physical or mental health, and (3) require the controller of an online service, product or feature that is offered to minors to (A) include a default setting in such service, product or feature to prevent adults from sending unsolicited communications to minors, (B) not use any system design feature to significantly increase, sustain or extend minors' use of such service, product or feature, and (C) disclose to the Attorney General a plan established and implemented to mitigate or eliminate any heightened risk of harm to minors.

AN ACT CONCERNING DISCLOSURES, PAYMENTS AND REVENUE TRANSFERS BY THE CONNECTICUT LOTTERY CORPORATION.
To (1) require the Connecticut Lottery Corporation to (A) transfer online lottery and online sports wagering revenue to the Early Childhood Care and Education Fund, and (B) obtain permission from a lottery, sports wagering or fantasy contest winner before publishing or disclosing the winner's name, address or photograph, and (2) provide that no lottery sales agent's commission shall average less than five and one-half per cent of such agent's lottery sales.

AN ACT CONCERNING SPORTS WAGERING AND MULTIJURISDICTIONAL INTERNET GAMING.
To (1) empower the Governor to enter into agreements for the purpose of authorizing online gaming operators to conduct multijurisdictional Internet gaming for peer-to-peer casino games; (2) require certain gaming licensees to (A) establish and disclose a toll-free telephone number to enable persons to receive assistance in resolving problems with electronic wagering platforms and accounts on such platforms, (B) take certain actions in response to errors in the odds offered on sporting events, and (C) disclose the maximum sports wagers established for online sports wagering; and (3) require the Commissioner of Consumer Protection to adopt regulations establishing maximum sports wagers for online sports wagering.
